Underground water storage tanks secure the supply in Kalajoki, Finland

A state-of-the-art backup water storage system with a total capacity of approximately 1,000 m3 now safeguards the coastal town of Kalajoki against water shortages. The technically advanced solution, comprising eight underground storage reservoirs and a suction tank, was developed to ensure a reliable water supply for the growing population while mitigating the risks posed by the region's aging infrastructure. Pipelife Finland was among the key partners that helped bring the cutting-edge system to life.

The importance of modernizing dated water infrastructure

Until 2024, the coastal municipality of Kalajoki, Finland, was served by a water tower built in the 70s. However, the aging facility could no longer meet modern standards for supply capacity and reliability. The Valkaevesi Cooperative, the local water utility, sought to replace the outdated tower with a modern, easy-to-maintain system that would ensure a reliable water supply even in emergency scenarios.

"We wanted a future-proof solution," says Annukka Takalo, CEO of the Valkeavesi Cooperative. "We needed a system that would be reliable, adaptable and effortless to maintain."

Planning and design of water storage tanks

Verkostomestarit Oy was contracted to design the new underground water storage facility, and planning began in spring 2024. A range of factors had to be considered, including safety and maintenance standards, the risks associated with storing approximately 1,000 m3 of water, and water replacement during installation. The design also had to ensure high operational flexibility and modern functionality.

"Designing the new system required in-depth knowledge of how water storage facilities are used, maintained and assembled. The flexible implementation model, the team's expertise and high-quality construction are all evident in the final result," says Hannu Teppo, CEO of Verkostomestarit Oy.

Pipelife Finland was selected as the system supplier for its technical expertise, extensive product portfolio and dependable service. Pipelife's team supplied the tanks, piping and protective casing as well as provided comprehensive technical and operational documentation that served as the basis of the overall system design.

"A storage facility of this scale demands expertise in potable water infrastructure. You need to understand the technical and operational constraints in order to develop a functional model that supports and strengthens the entire network," explains Jaakko Kiiskilä, Key Account Manager at Pipelife Finland.

Partnership and expertise for seamless installation

Thanks to precise lift and groundwork planning, the tank system was installed on schedule. The excellent compatibility of all components and clear documentation allowed for a smooth setup with no major surprises.

"Pipelife's components were well protected, clearly labeled and easy to handle. Every part fit exactly as intended," recalls Esa Kamunen, Senior Waterworks Installer at Osuuskunta Valkeavesi, overseeing the installation.

"Pipelife was involved from the outset and offered the best solution from a technical perspective. Our cooperation was professional and seamless — everything went according to schedule and plan," adds Takalo.

In total, eight underground tanks and a separate suction tank were installed in the Kalajoki area, creating a total reserve capacity of nearly 1,000 m3. Pipelife's expertise proved especially valuable in production planning, logistics and technical support during on-site operations.

"Working with Pipelife was smooth and professional. They were involved from design to installation, and we received quick responses and support whenever needed," Kamunen recalls.

Underground water storage: Investment in long-term water security

The installation was completed in 2025, and the facility was commissioned the same year, delivering a reliable and modern water supply solution for the Kalajoki community. The Valkeavesi Cooperative is highly satisfied with the outcome, stating that their investment goals have been more than met.

The new underground storage system not only replaces the old water tower but also paves the way for future network expansions and strengthens water security in emergency situations.
